Position of Serbia

The Erasmus+ programme differentiates between Programme and Partner Countries, as regards possible modalities of participation of their institutions. Programme countries are European Union countries, Macedonia, Island, Lichtenstein, Norway and Turkey. Partner countries can be those countries neighboring the EU, including Serbia, as well as all the other countries in the world.

The Republic of Serbia has started the preparatory measures for full participation in the Erasmus+ programme. For some time Serbia will remain in the status of a Partner Country, but in the 2018 National Call for submission of Erasmus+ projects, participation in new types of projects is enabled. Promotion and implementation of Erasmus+ programme in Serbia is delegated to the Foundation Tempus.

The Erasmus+ programme has three Key Actions and two separate parts – Jean Monnet and Sport. Serbian institutions can take part in certain types of projects within each of the enumerated Erasmus+ parts.

The position of Serbia and possibilities for participation in different parts of the programme

Key Action 1: Mobility of Individuals

* It is important that all interested parties have in mind that in the process of preparatory measures will be applied slightly different requirements for applications, particularly in terms of the available budget. Information on the 2018 National Call see here.

Key Action 2: Cooperation for Innovation and the Exchange of Good Practices

In addition to these types of projects, institutions and organizations from Serbia can participate in the role of project partners, if their participation brings an essential added value to the consortium. This possibility applies to:

Serbia can participate in the eTwinning network for schools and preschools – an internet platform with aim to support communication, cooperation and development of projects in an online environment, as part of Key Action 2.

Key Action 3

Serbia can take part in Erasmus+ Key Action 3 projects supporting policy reform targeted at the achievement of the goals set in the Europe 2020 Strategy, Strategic Framework for European Cooperation in Education and Training (ET 2020) and European Youth Strategy.

Serbia’s participation in the Euroguidance network which provides support to career guidance and counseling, as well as participation in a Eurydice network which offers information on education systems and policies in Europe, are an integral part of Key Action 3.

Jean Monnet

The Jean Monnet Actions aim at promoting excellence in teaching and research in the field of European Union studies worldwide. Institutions from Serbia can participate in all types of Jean Monnet projects, similar to institutions from all over the world. The Jean Monnet Actions are the only part of the Erasmus + where it is possible to implement unilateral projects, i.e. projects that take place in a single institution.
