KA1 – Learning Mobility of Individuals

The Actions supported under Key Action 1 are expected to bring positive and long-lasting effects on the participants and participating organisations involved, as well as on the policy systems in which such activities are framed.

This Action supports international mobility projects between Programme and Partner Countries and between Programme Countries.

Students and staff from higher education institutions or enterprises/private or public organisations are eligible participants of following mobilities:

  • Student mobility for studies
  • Student mobility for traineeships
  • Staff mobility for teaching
  • Staff mobility for training

Higher education institutions established in a Programme Country and awarded with an Erasmus Charter for Higher Education (ECHE) submit applications to the National Agency of the country in which the applicant organisation is established. HEIs from Serbia submit their project applications to the Foundation Tempus.

Erasmus Charter for Higher Education and Inter-institutional Agreements

All participating Programme Country organisations (both sending and receiving) must be HEIs awarded with an Erasmus Charter for Higher Education. All Partner Country organisations must be HEIs recognised by competent authorities and have signed inter-institutional agreements with their Programme Country partners before the mobility takes place.

HEIs from Serbia participating in mobility projects between Programme Countries are obligated to sign Inter-institutional agreement 2014-20 between Programme Countries with HEIs from other Programme Countries. HEIs from Serbia participating in mobility projects between Programme and Partner Countries are obligated to sign Inter-institutional agreement 2014-20 between Programme Countries and Partner Countries with HEIs from Partner Countries.

By signing an inter-institutional agreement, the institutions involved agree to cooperate for the exchange of students and/or staff in the context of Erasmus+. They commit themselves to respecting the quality requirements of the Erasmus Charter for Higher Education in all aspects of the organisation and management of mobility and agree on a series of quantitative and qualitative measures to ensure mobility of high quality and impact.

It is recommended that HEIs from Programme and Partner countries sign this agreement once they are selected for funding for international mobility, and in any case before the mobility takes place. However, it is advisable that the agreements were signed at the stage of submission of the project application.

HEIs should be aware that these two types of inter-institutional agreements differ. Agreements are always signed by the legal representative of the HEIs (e.g. by the rector of university/director of college).

More information about inter-institutional agreements and their templates can be found at: https://ec.europa.eu/programmes/erasmus-plus/resources/documents-for-applicants/inter-institutional-agreement_en
